Motion Blur and Depth of Field

I've been playing Metal Gear Solid 2 on PC these past few days, and I've noticed that the game uses these two effects a lot, especially in the cutscenes. I think they make the game look really nice. Why isn't it implemented in more games? This is the only game I've ever seen that uses these...
 
As for (edit: depth of field) ... isn't it an important component of that "cinematic quality" people always get excited over?
 
Yeah 3dfx tried stuff like that with its TBuffer effects on the vodoo 5/4 but it didn't catch on... nvidia buried them with their TnL instead. Hopefully with dx9 shaders and such we will be able to get similar hardware accelerated effects.

GTA3 and Vice City
In splintercell there is line dragging which is supposed to smooth movement for slower cards
 
woopsies I meant depth of field, not motion blur... hehe sorry.. anyway you'll see that in all movies, so it would make sense to use it in cutscenes, right?
