Motherboard won't POST...HELLLPPP!!

After a failed attempt to install a new burner and switch slots for video and sound cards, P2B will not post. It barely begins checking the CD Rom drive and then NOTHING. No beeps, no video, nothing at all. Could the MB have been shorted when PCI's were not so carefully switched (they were placed back into their proper slots). Unknown why they were moved. 400 Celery works fine after placing on different board. Celery fans are working on the P2B when power switched on but no post. Any suggestions????

Make sure the burner is set as slave to the hard drive and the hard drive is on the primary IDE and the burner jumper set to slave.The cd rom should be in the secondary IDE and its jumper set to master.And i would also reset the CMOS jumper.
