Motherboard will only post every other boot

I just got an epox 8KHA+, and I'm having a weird problem with it. It only posts exactly every other time I start up. I'm absolutely sure the motherboard is to blame because I have swapped out everything else and I'm still having the problem. When I put a different motherboard in, it worked fine everytime I started up the computer. Is this just a bad motherboard, or is there some setting in the bios I don't have set right?
