motherboard will not respond

I have an Intel micro atx motherboard in an E-machine that will not respond in anyway even when being attempted to start machine from a KNOWN GOOD power supply.

Is there any way to be for sure that the problem may not be in the CASE/poweron switches as opposed to the motherboard just being dead/defective ?

And I have thought about moving the motherboard to another case with a KNOW GOOD switching mechanism but alas I have not case on which the wiring is consistent with the connectors on this motherboard. Most of the other cases that I have, have block type connector plugs but this e-machine and it's case have 3 indivdual plugs for HD LED, POWER LED, & POWER SWITCH.

You can just touch the two power switch pins with a metal screwdriver momentarily to power it on. That's the old trick to find the power button pins when you don't have a manual - just run a screwdriver over all the pins until something happens.

I did that on all of the pin combinations and NOTHING happened. I tried it with the front case switch in both positions.
