Motherboard turns system on whenever power, does nothing else

I've a new motherboard which runs, even without CPU, whenever the PSU it is hooked up to is turned on. I can do nothing with it, the PW switch, CMOS etc. have no effect. It simply runs without POSTing so long as it has power. Does anyone know what might be the issue?

That's... Bizarre...

Tried actually loading it with hardware and seeing if it boots? Have you checked the conenctions to the board from the case wires make sure they're wired right?

I've seen that happen before, the CPU is a vital component, and without it the motherboard will act funny. Have you tried it with everything properly connected? Tried it outside of the case to make sure it's not shorting to the case?

It originally ran fine outside of a case, I tested it and installed an OS and everything. But, I then installed it into a case and had all kinds of problems, this included. So I took it out of the case, tried to run it as before, and it would always turn on. I removed components until eventually it was only the board--and it still does that. So might it be fried, or is there something I can do?
