motherboard shot?

Came home to a dead HTPC. Son was pushing the power on/off multiple times while I was gone. Now system won't power up. Its a Pentium D Dual Core CPU with a Biostar mATX motherboard. I narrowed it down to the 4 pin P4 connector. With it connected the system will not power on, without it connected it powers up but won't boot. Changed the PSU to a known working with same issue.

So now I tried taking the CPU and and seeing if the system would power up with the 4 pin connected and it does. So now I try a known working celeron chip and still it has the same issues.

Has to be a short somewhere on the motherboard does anyone know what the problem could be? Motherboard is out of the case.
 
Maybe check capacitors? I don't know that behavior like that would blow them, but it can't be good for them.
