Motherboard riser card

Hi,
I am looking to buy the ECS P6IWP-Fe motherboard for the Celeron processor for a small computer im buidling. It says it has a "TV Out/LCD Panel Link Riser." Can somebody please explain what that is?

also, does anyone know what those little adapters that let you plug in PCI cards at 90 degree angles are called and where I could buy one?

I think that they're called pci risers. Not sure where you can buy them, but go to shopping.yahoo.com and do search for them and you'll definitely find them!
