I'm building a new computer and was wondering if you have to use the little washers between the mobo and the little metal spacers or if i can just leave them off? I was also wondering if the mobo or power supply needs to be grounded in any way? I have a Gigabyte 7zx board.

I've used them, and I've left them off, and I don't believe you're going to unground anything either way. Generally the benefit I've seen from the washers is that they prevent the mboard case screws from contiuously turning, as opposed to eventually tightening down and coming to a "stop." Could be wrong, but that's about all I've seen thus far.
 
I think the washers are there to keep you from messing up your motherboard by over tightening the screws. No big deal to leave them off.

I think that the power supply is grounded to its case, and then mounting the PS grounds it to your case. Hence, mounting the motherboard grounds the MB to the case.
