motherboard problems - heat?

I've finally been able to get my new system to boot, but its very unstable:

It boots once every 5-7 times I try. Each other time, it gets through counting ram, then starts looking for ide devices. Usually it freezes up here, but sometimes it finds the hd, and sometimes it makes it through finding the hd, then freezes after that. And of course sometimes it boots no problem.

Also, the bios will freeze up seemingly at random.

I'm kind of afraid because the cpu temp gets as high as 64 C, and the system temp ~30C

Could this be a power supply problem? I'm using a 300W HEC-300-AT-T.

Could very well be a power supply problem. But not what you think. Some power supplies don't remove heat very well. I use an old sparkle 235 watt power supply that has plenty of open vents around the cover, and it keeps my system 4-6 degrees cooler than any other ps I've tried. Did you do a fresh install of windows? How many case fans do you have? I would try the basics before buying a new power supply or anything else. I've wasted alot of money on new stuff that doesn't do any good. If you do decide to try a different ps, look not only for one that is recommended by amd (refer to their website, don't trust anyone that says it is) but is well vented.

Those are not the highest temps but I've seen them lower than 64 degrees.... it could also be the PSU causing the problems.

Did you use a thermal compount when installing the heatsink

yah i used a thermal compound, and i just replaced the psu with an antec 400W.. Didn't seem to make any difference.

it just hangs seemingly at random, usually around the ide detection phase, or in bios.

oldie:

i have one fan in the front of the case, and a fan with a duct in the back of the case..

I havent even started worrying about windows or anyhting, i just want it to boot up without crashing
