Motherboard problem?

After a computer crash a month or so ago, I cleared the CMOS and rebooted the computer to find the cpu running at only 800 mhz. The BIOS had the multi set at 4x and i could only move it up to 5x. None of the usual options above 5x (up to 9x) were visible. On top of that, setting it to 5x would cause the comp to crash again. The vcore was also low, stuck at 1.168v (reported by cpu-z) even though the bios said it was at the normal voltage.

The network card was also malfunctioning (it said it had conflicting IPs with the router) but fixed itself after a day, but the cpu problem still persists.

THe problem with the network card leads me to believe that the problem is motherboard (and not cpu) related. Anyone with more detailed knowledge have an explanation/solution other than replacing the mobo? Unfortunately, i dont have another socket 754 to test the cpu on.
 
Conflicting IP addresses randomly happen due to normal things, and this does sound like a mobo problem. Are any pins on the CPU bent? How long was the PC fine before it stopped being fine?
 
The cpu appears fine. I've inspected it after the crash to be sure. The PC was good for about 2 months before the crash occurred. Similiar crashes had happened, but they were rare and usually happened in quick succession (3 or 4 in one day, then ok for a couple weeks).

I can't find anything visibly wrong with the mobo, but i don't think i'm experienced/educated enough to be able to find a problem if there was one.
