Motherboard or processor tests?

I have been having alot of problems latly. Every minute or so, the computer will pause for a second or two, also sometimes at startup I will hear funny beeping and then my fans will cut, and the power light to the comp will start flashing until I turn the computer off. Other times during boot up it gives me an error and then tells me to look at hardware power settings because there is an error, after looking at them I find the vcore voltage to be at 1.37, when it is supposed to be at 1.74

I have a ASUS A7V motherboard and a AMD 800 Tbird, and am not sure what these errors are caused by. I just wanted to know if anyone knew, or if there is a program that can test the processor or motherboard, or whatever.

I have tried almost everything possible and run several tests to see if the problem is with software or other hardware such as the hard drive, but these have all passed without problem. Please help!!

Might this problem be cause by a bad power supply? What causes only 1.37 volts to be sent to processor instead of the normal 1.74?? I am not sure what it is and I dont mind spending some money to replace a part, but I dont want to have to replace the mobo, processor, and power supply. Please if you have any idea respond, or if you know where I might go to find help with this problem.
