Motherboard making siren noise

My Shuttle AK39N makes a noise rather like a European siren... you know, long high pitch, long low pitch, repeat. It only does this when I tell Windows 2000 to restart, and it does this right after shutting everything down, and things won't start up until I unplug the power supply and plug it back in. It's really bizarre.

Also for some reason I can't determine, my Athlon XP 2600+ is running at 1200 MHz and I can't get it to do otherwise.

Are these problems related? Please advise... the manual and online FAQ from Shuttle are, of course, worthless.

The spped problem is easy, your FSB is set incorrect. Not sure if the 2600 runs at 133 or 166 (that would be 266 or 333 DDR). Maybe your mobo has a jumper or your BIOS has an option.

The siren noise could be related to speed problems or maybe over-heat on the cpu, shouldn't overheat with low speed.

I had this weird problem when I put some new PC3200 in to replace my PC2100. I jacked up the fsb and cut the multiplier down. It gave me a siren noise for a bit, so I turned it off for a few seconds and then back on. It booted @ 1100mhz, so I went into bios... it still said the fsb was 200 and the multi was 11. After saving and exiting it booted fine.
