Motherboard is getting power, but no fans spin and wont start up

Hi, iv been building a new computer for a little while and i just cant get it running. Everything is mounted/installed correctly. The PSU works (an LED is lit on it), the mobo is getting power (another LED), however when i press the power button no fans spin and it appears the system is dead if it werent for the LEDs. This is the second mobo iv tested so im sure thats not the problem, same goes for the PSU. right now im down to just assuming its the processor (an Intel) but iv had the parts in my posession for so long im not sure if its possible to rma or replace it. before i go through with this final step i want to make sure theres no other things that could be the problem, so please list anything you can think of to try to get this thing working.
 
Welcome to the forums.

The most common reasons for no boot are (1) not all power connectors are connected, (2) keyboard/mouse connectors /mem/video card are not well seated, (3) heatsink improperly seated on CPU etc.

No fans spinning is a bad sign. Check that CPU fan is properly connected to mb- is the psu fan working.

Your best bet is take a look at mechBgon's site - www.mechbgon.com - and do a bench test outside the case to isolate the defective component.
 
Once this happened to me, and it turned out that it was the power button on the case that was the problem.
 
I've also had a power button not work on a case before. I would recommend reseating both the ATX cable and the motherboard power cable. When I upgraded to my current system, my power supply didn't have the separate motherboard connector. I didn't know this until I turned on the computer, the fans spun for 5 seconds or so, and then everything turned off. The worst part is that it was a Friday night, so I couldn't get anything shipped out until Monday. And I didn't want to go to Best Buy and pay $90 for a $50 power supply.
