Motherboard Fixed: Starter Button Orange Before Turning Green: Normal?

I just had the motherboard fixed in my Dell XPS 8500 computer for $250. Thought it was initially the problem with the PSU. The computer works fine but when I push the starter button to turn it on, the button turns orange momentarily before becoming green. Not long, but for may be like a second. Is this normal?

I don't remember the computer light changing like this before. Is this something I should be concerned with? When supposedly the motherboard was malfunctioning, the starter light was permanently orange. Did the repairman redirect the motherboard somehow when fixing it? He supposedly replaced the entire motherboard and then transferred my 12gb RAM chips.
