video card is nvidia 670

it reports pci express 3

video drivers nvidia 326.41 beta (prone to kernel mode failures)

gpu-z says i am running pci 1.1 x 16 lanes.

is this an issue with the drivers?
I realize that pci express 2.0 x 16 will only give me a ~5% improvement over pci express 1.1 but would like to figure out where the pci express 1.1 number is coming from.
 
yeah, once the graphics card starts rendering something beyond the desktop it will switch up to 2.0.

GPUz has a built in test to prove this, just click on the question mark and then the start render button and see what it changes to.
