Motherboard dead?

My cousin got some new parts and this is his situation.

"Well i have an AMD64 3000+ with a ASUS k8v SE deluxe motherboard... i was excited to put this baby in my machine.. but unforunately when i tried... EVERYTHING was running but the monitor light was still orange. all my components came from a WORKING athlon XP.. i have tried 2 different video cards, different ram slots, reset CMOS jumper. i have an ANTEC 350W PSU that works perfectly fine. 1 thing i noticed was that the power button wouldnt shut off the PC at all. So i placed everything back on with my athlon XP and now i am installing XP. please help thanks!"
 
Ae there any beeps coming from the system? Is the speaker plugged in correctly? All buttons and connections also correct on the motherboard? Such has power on/reboot/etc?


Do you have the extra 12v plug put into the motherboard off the Antec PSU?
