motherboard and drawn current ....???!!!

well ,, does the motherboard affect the current (or coltage) drawn by any card or drive in the pc or it's only has to do with the power supply ??

in other words ,, can two different branded motherboard for the same cpu _sam category_ supply current (or voltage ) in different amounts from each other to the cards and drives in the PC ??

for example :

Msi supplies less current (or voltage) to the agp than the current supplied by Asus???

msi supply less current or voltage to the cpu than the current or voltage supplied by Asus???

please make things clear for me ,,
