Motherboard and CD rom problems again

I just installed my new motherboard and processor.

I have everything hooked up right and the BIOS detects the CD Rom, but Win doesn't. I had an HP before this computer and I juist took all the parts out of the HP and used the ones I needed on the new comp. I used the old Hard Drive. This had Win98SE on it. Is this why it isn't detecting anything.

I don't have a Win98 CD either. The HP comp just came with a Recovery CD which I can't use anymore.

All I need to do is fix my CD-Rom. (Floppy isn't working either.)
