it depends

when i worked for a department that was part of DOD as a civilian on a military base they used fedex even though USPS was on base. fedex has pickup and no one wanted to go to the post office and stand in line. i think fedex is also cheaper for overnight stuff and it's guaranteed. USPS has set rates and I don't think they give discounts to anyone.

when i was uniformed military I don't remember using fedex of ups for anything. USPS was used for everything and regulations said that you can use registered mail for sensitive items.

That's the $1mil question; I've never had a problem with UPS stuff when we send/receive at work, it's only been residential deliveries I and people I know have had problems with. I don't know why this is, I can't understand it myself.
