Mother boards (HELP!!!)

How do you know when your mother board is dead?(sry if its a stupid question)

MY COMP RECENTLY(OTHER ONE INTEL CELRON 2.0 GHZ 266 fsb, 185psu) started to not wanna turn on, like when i pushed the power botton it wouldnt turn on, after hitting it a few times it did. Then it went out completly. When i pushed the botton it didnt wanna turn on. Finally i get it to turn on.Like the power comes on (so okay psu right?) but the screen dosent wanna come on and the PC boesnt boot up(like i can hear it not turn over, no HD sounds ETC) i was wondering it it means my MB died and if this does happen?
 
I had a board die on me recently and the computer wouldnt turn on period. After trying the PSU in another PC and finding that the PSU was fine I assumed it was the mobo. I don't know if a dead CPU would exhibit the same no response type behavior but I thought it was a safe bet that it was the mobo because IMO its very unlikely that a CPU would just crap out for no reason. Especially a CPU that isn't overclocked at all. And ESPECIALLY not an AMD!
