Most powerful cpu fan/heatsink?

anyone know of a heatsink/fan combo that can make a cpu's temperature stay within room temperature [80 degrees]?

i remember about a year ago i saw a "ice cpu fan" that spun fast enough that it made little ice particles [if water droplets were put onto it] at the end of the heatsink...anyone know if these are effective and know where i can get something like that? it was only like $20 too

 
swiftech mc462-a does a great job!
My cpu stays at room temp(if not very close), of course there is a 120mm(108cfm) blowing on
it and a 120mm in the front and a 92mm blowing air out in my case.
