Anything ever played on "Headbanger's Ball" is elgible. Therefore Bon Jovi is the most over rated; though technically not hard rock. Poison is the most over rated "hard rock" glam-band.

Kiss was trying to recapture their success in the 80's. You must have forgotten their 2 big singles: Lick it Up and Heaven's on Fire.
