The mugshots don't really surprise me as much as the faces of meth ones do (with the exception to the one in the OP), but some of the descriptions of why they are arrested are awful.

Julie Root, Connecticut mother of 2, poses for her mug shot in an "I Heart Weed" t-shirt in April 2010, according to CBS affiliate WFSB. Root was charged with risk of injury to a minor and reckless endangerment when her two sons were found playing unattended in the woods wearing only their diapers.
