Most cost efficient dial up proxy?

One of our small office here at work needs to get some people email and limited net access. First I though dsl but it isn't available there, then @work cable modem but they don't have that either so there I'm stuck with dial up.
I guess the real cheapest would be a pentium 1 with a modem and sharing software, ok maybe not but they wouldn't go for that idea. I found a multitech modem proxy, its about 150 dollars, and then need a external modem to hook to it, then that will take the internet and proxy settings and run that way, anyone else have any other ideas?
