India sees U.S., U.N. pressure on Pakistan

NEW DELHI, Nov. 3 (UPI) -- If the United Nations and the United States had pressured Pakistan against abetting terror, militancy would not have reached a peak in India, said Indian strategic analysts Thursday.

"What they (the United Nations and the United States) are doing today, they could have done much before with Pakistan to prevent terrorism from expanding its wings in the whole South Asia, particularly in India," said noted strategic analyst Rajiv Sharma.

Sharma said it was a positive sign the United Nations and the United States realized the gravity of terrorism in India and the sincerity and determination of New Delhi to fight against terrorism.

"Had they done it years before, the Islamic terrorists would have not been able to take the governments in India and other South Asian countries for granted and kill innocent people at will," Sharma said.

The United Nations and the United States took serious note of the serial bomb blasts that rocked New Delhi Oct. 30, killing more than 60 and injuring 210 people. The blasts took place in the three busiest markets of the city, a day ahead of Diwali and Eid, two of the country's biggest festivals.

Several shops were gutted in Paharganj and Sarojini Nagar markets. A driver of state-owned Delhi Transport Corporation saved the bus in which the third bomb was planted. Three people were killed as the bomb exploded while he was taking it away from the vehicle.

The United Nations and the United States mounted indirect pressure on Pakistan, asking it to crack down on the sponsors, financiers and perpetrators of the Delhi bomb blasts. Without naming Pakistan, U.N. Security Council President Mihai-Razvan Ungureanu said all states must cooperate with the Indian government.

"The Security Council stresses the importance of bringing the perpetrators, organizers, financiers and sponsors of these reprehensible acts of violence to justice, and in accordance with their obligations under the international law and the UN resolutions 1373 and 1624 and cooperate with Indian authorities actively in this regard," said the UNSC president in a statement.

An Indian Foreign official said the U.N. statement was also a rebuff to Pakistan's attempts to rationalize attacks in India as "actions of freedom fighters." He said Islamabad should honor the U.N. and the U.S. statements and immediately begin implementing them.

"Terrorism in all its forms and manifestations constitutes one of the most serious threats to international peace and security and any acts of terrorism are criminal and unjustifiable," said the U.N. statement.

Indian Prime Minister Manmohan Singh expressed his anguish to Pakistani President Gen. Pervez Musharraf who had call to offer his sympathies over the bllasts.

"'We have evidence that indicates those who carried out these ghastly acts have external links,' Singh told Musharraf," said Sanjay Baru, Singh's media adviser.

Police said those behind the blasts were from Kashmir.

Pakistan denied the Indian charge and sought proof.

Musharraf condemned the blasts and offered to join the investigation, an offer India has not responded to.

"Pakistan can demonstrate its good intention by arresting and prosecuting terrorists who have been walking freely in its territory," the Indian Foreign Ministry said.

"India does not have evidence of Pakistan's hand in the Delhi blasts, said Tasnim Aslam of the Pakistan Foreign Office.

The United States asked Pakistan to strike down terrorist outfits and camps in its territory. Washington told Islamabad to fully cooperate with India and provide all possible assistance in identifying those responsible for blasts.

"Everybody has a responsibility to do their part to crack down on terrorism," said White House spokesman Scott McClellan. "We can all do more in that regard."

Another analyst, A.B. Mahapatra, said the U.N. statement and U.S. directive to Pakistan should put pressure on Islamabad to strike down Islamic militants.

"Pakistan will have to act this time as the country is passing through a bad phase and requires large scale external assistance to meet the challenge of Oct. 8 earthquake that hit the country," said Mahapatra.

Meanwhile, India decided to revamp its entire intelligence infrastructure in view of the Saturday blasts.

"The Indian Interior Ministry is considering to set up an apex body to coordinate among various federal and state level security and intelligence agencies," said an Interior Ministry official.

He said the country's National Security Adviser M.K. Narayanan sent a proposal underlining the need to revamp the intelligence and security structure of the country to Singh for his approval.

India's Cabinet Committee on Security also discussed the need to overhaul the intelligence system, saying it should be equipped with more modern and sophisticated gadgets to prevent reoccurrence of any such situation.

The security and intelligence agencies have been demanding more teeth to deal with terrorism.

GEEEEEEEEEEEEEEEEEEEEEEEEZZZZ....and you called him the extremist? That is a very simplified black and white view of things raildogg that isn't very accurate.

I also find it interesting the countries that you beleive are advancing the world foreward ;) Seems to be picked more on alliances than other real factors.

EDIT:
By the way I don't think Pakistan is rosy at all, and I disagree with a lot of their things...but I don't see how they are the "enemy of everything good"
