There is a word for people with Trump's attitude in Russian: "nekulturny." It means rather more than its literal gloss of "no culture" would suggest, and I think the closest English equivalent is "vulgarian."
This is someone who, despite being exposed to the highest of high society all his life, has only managed to pick up its vices, but none of its virtues, however small they may be (such as appreciation for art or grand ambition). It's pitiful; he hasn't the depth of spirit or humanity even to appreciate his paradisical surroundings and what he could have.
Edit: I am maybe not expressing the full depth of the word properly. It also has undertones of "philistine" or "vandal," someone who not only cannot appreciate anything above his base interests, but actively devalues and destroys them out of some sort of vague hatred of what is above him. Think for example of someone who would graffiti on the Sistene Chapel ceiling, partly of spite...
