In two's complement, there are more negative than positive numbers.

it's just like that. Think about it. say all neg numbers are in set N. pos numbers in set P.
Assume to infinity, but for this example, say the highest number in the world is 10.

neg (-10-0) * pos (0-10) = neg (100 solns)
pos (0-10) * neg (-10-0) = neg(100 solns)
pos (0-10) * pos (0-10) = pos(100 solns)
neg (-10-0) * neg (-10-0) = pos(100 solns)

So it's the same. Neg * pos and neg * pos are different in the literal sense. For example, 100 people with $6 = $600, and 100 dollars each for 6 people = $600, but obviously, I'd rather be the latter.
