monitors switching positions?

I just installed my new radeon 9600 Pro and I'm having a hell of a time with a stupid problem. On my geforce4 mx440 that I used to have, it had dual vga outputs, so I had dual monitors. I decided to stick with the same idea so I used the dvi to vga adapter on the radeon and have 2 monitors yet again. The problem is that my 17" monitor that's right in front of me no longer has the start bar/etc on it, but the smaller 15" monitor to the right of me does. I have switched the monitors in the back of the radeon and now it shows up in properties as the 17" being monitor 1 and the 15" being 2, but still the start bar/etc is on the 15" monitor. I've had this problem before and fixed it easily, but now I can't remember what I did. Any help please?
