Monitors flash red/blue at bootup & SafeMode. When in Windows, its fine. Monitor or VideoCard's fault?

This has been going on for about a year, but I'm getting more monitors, and I need to know what's causing this and why.

When I turn on my PC, my screen flashes blue and red, and the text distorts too. When I'm in bios, sometimes I can read it, sometimes I can't.

It does this until Windows starts. Then everything is fine. Oh yeah, it also flashes and distorts in Safe Mode.

When I only use 1 monitor (I have 2), it doesn't flash. When I have both plugged in, they both flash.

Does anyone know why this is occuring? Is it my monitor or my gpu?

I have a Gateway24 and 22inch
x1900xtx graphics card.

My guess is that it has something to do with drivers/operating system. I have the same monitor you have (the 24 inch awesome monitor!) but i don't have win 7 installed to check it out. Try to install the latest 9.2 vista drivers and see if it fixes the problem.

Edit: See this happens in the bios too so that rules out driver problems. Try updating the video card bios to a newer version to see if that helps. If not you probably have a defective card.

Sound like your graphich card has corrupt VGA memory which would be seen in BIOS and safemode screens. Do you have another graphics card you can swap out to to see if problem remains?
