Monitoring All Data In A Country

Just wondering,

I'm trying to think of the feasability of capturing all of the data in a given territory and pushing it through a content filter. Like listening to all spectrums of the wireless range, capturing a mirror of the data and looking it it. I know any private network couldn't be listened to if it wasn't wireless.

 
We could purchase mass quantities of chimpanzees, convert them into mnemonic couriers, and let them loose in said county under orders to bring all data back for examination
 
It could be done. And in many private networks it is done, but its done by distrubting the content scanning to the edge of the network.

What you could do is build a mirror network to replicate all the traffic to scanners.
