Monitor won't go to sleep

So I just reformatted my GF's computer tonight, a stock Dell E521 with an EVGA Geforce 8600 GT in it. It went to sleep before I reformatted, it won't go to sleep after. I've checked the display settings and everything is set up correctly as far as I can tell, but it won't even hit the screensaver. Been sitting there on desktop for two hours now and I dont' really know what to do with it. Anyone have any ideas? Literally a brand new install of Windows, nothing else has been installed except for basics like Java, .Net, Firefox, etc, and the latest nVidia drivers, 178.something or other.

You did not mention checking the power options i9n Control Panel. That is key.

Alright, I checked her power options. Monitor is set for 15 minute sleep, hard drive shutdown is off, and system standby is off. Screen saver is set for 5 minute idle time. Neither the screen saver, nor the monitor shut down ever occurs. Anyone have any ideas?
