Monitor/Video Card/Something Problem

I have a bit of a strange problem, or it's something that I'm overlooking...
I recently built myself a new machine and everything is working correctly except the monitor, at least, I think it's the monitor.

I had it plugged into my 7900GT on a VGA cable with a DVI converter, it worked at first but during the install of my video card drivers the monitor went blank and displayed "RGB NO INPUT SIGNAL" I did all of the routine things, checking the cables and such but everything was in order. I came to notice that the monitor doesn't want to display anything over 800*600 at 256 colors and only worked with the "enable VGA mode" in Windows XP, I reinstalled drivers, checked refresh rates but I couldn't get it to work. Here's the weird thing...I plug the monitor into an old machine with a GeForce2 and it worked marvelously, I had it at 1024*768 at 32bit colors and a refresh rate at 75Hz, so it can't be the monitor right? I thought that it might have been the DVI-to-VGA connector that I was using so I tried a DVI cable but I got a "DVI NO INPUT SIGNAL" error as soon as Windows started up. It can't be the video card either since at this very moment I'm using it with a different monitor at a good resolution and color quality. So what am I missing? The monitor should work right? Why would it work with another video card and not this one? It's a fresh Windows XP install so maybe it just doesn't like the Plug-and-Play monitor driver, which is a problem because I have no other driver to use. I called about a getting a refund on the monitor, but I'd be pretty happy if I can fix it and save myself sometime and/or money.
