monitor/video card problems

Ok, so for the past few months i have been getting distortion at the very top of my computer monitor. To lazy to actually address the problem, I would simply hit the on/off button to reset my monitor, and the problem would go away. Well, tonight I came home and the monitor wouldn't start at all. So, I went and grabbed my parents monitor, and i still have the distortion at the top and it doesn't go away when i reset my monitor(it is a different brand). I am going to best buy to purchase a new monitor and possibley order an LCD off the internet. I was wondering if it could be my radeon 9800pro or if it is just a monitor problem?

Could be the cable if you have a removable monitor cable... Also make sure you dont have a bad pin where the monitor hooks up to the card.

Change the location of the monitor, or move any fluorescent lights/ other electrical objects away.
