Monitor/Video Card Problem?

Ok, This weekend I reformated my hard drive (completely) and started over from scratch.
Now I have a problem that I have never had in the past. When the computer is on the monitor screen will go blank sometimes, and will stay this way until I restart the computer.

If I shut the monitor off and then back on I get a messege saying the Monitor is working, but there is no signal from the computer. When I put the computer back on the Montor works again. So this leads me to think I have a problem with my video card (as a side note the computer is still running when this happens, I know this because if I have music still playing it will continue to still play and I can change songs using the controls on my keyboard).

Does anyone know what might give me this problem and/or a way to fix it?

Video Card: ATI Radeon DDR VIVO AGP 64MB
Monitor: KDS K-700 17'
Windows 2000

ok, I will try this, but to me this feels like more of a software problem because I have NEVER had this problem before I reformated this weekend (in which I did nothing to the hardware).

does anyone else have any ideas?
 
Update:
I looked at my video card and it was pushed in all the way.
I have just updated to DirectX 8.1 as well as the ATI recommended drivers for my card. - had no problems yet, but its only been a short time.

In respects to power mangement, I have it set to always on and never to turn anything off (these are windows settings). In the next few minutes I am going to lookat the bios to see what that says.

Just to point out when the screen goes off sometimes I am not using the computer, but sometimes I am in the middle of doing something (like typing).
