Monitor stuck at 60hz

I currently have an ati x1900xt video card, and an envision eft920 19" monitor. Just recently after setting up a new computer, no matter what I try to do, my refresh rate is set to 60hz. Even going under control panel/display/advanced/monitor tab and double checking that the refresh rate is set to 85hz does nothing. When I hit my monitor's menu button, instead of showing the 1024x768 resolution, it's always in 'user mode', which I think has something to do with it. I've tried everything I can think of, uninstalling the monitor and resetting it to plug&play, installing the latest envision drivers, using reforce to force the refresh rate, and nothing works. Any help would be greatly appreciated, thanks!
