Monitor startup refresh rate problem ??? HELP!!!

I gathered you came in here wondering what this thread was about as the title didn't help any. 😛

The problem I have is when my monitor is off and I start up my computer and leave it for say 2 minutes... and then switch the monitor on - the refresh rate is at approx. 60 Hz, and the desktop image is a bit warped.

Is there a setting under the video card or monitor setting to make that go away ?

Mind you, when my monitor is on and I boot up - the image is fine.

Any Help appreciated
