Monitor Screen would flutter up to down when using scrolling

Hi,

Just reloaded windows and all my programs and I must have done something different because when I go to web sites like anandtech, when I move the scroll bar on the right at all, the entire screen refreshes.. which makes reading unbearable.

Any ideas? My goal is to have page stay static. Not change, and just scroll on down without the jittering of a screen refresh.

I was delaying on installing the Ati Omega drivers, due to some problems, but went ahead and install and browsing problem fixed.

The reason for delay.. I wanted to test system out and make sure the drivers were not causing other problems. Windows will keep asking me to install an additonal driver for the Omegas.. I have a Radeon 1900XT.. any idea on how to install the driver needed, i think it is the wpm one.. I have version 6.2.. but message never goes away.. so I have been considering getting another driver.. I had the screen flicker a lot on boot ups prior to all of this.
