Question Monitor refuses to run at 60Hz

I have an asus
VL249HE
which is specified to run at 75hz by default but modifiable to 60Hz. I want it to run at 60Hz. I am using a new HDMI cable that supports this resolution and refresh rate.

In windows settings I set my monitor to run at 60Hz.
So I run games with V-sync on but they still run on 75fps, which means that monitor is still refreshing at 75hz. If I turn V-sync off, games do run at 60fps but it looks like 20fps, most likely because monitor is still running at 75Hz and ignoring my settings.

How do I force it to run at the supported 60Hz refresh rate? I don't want the 75 one.

Try CRU (Custom resolution utility) to manually set your resolution and refresh rate.

Also, I'm not really sure why you'd prefer 60hz to 75hz in the first place. I personally would try to set it to 72hz because that's a multiple of 24 so when watching 24fps movies you get perfect playback without 3:2 pulldown that you get with a 60hz screen.
