Monitor refresh rate drops in games

I have a crt monitor that I usually have at 1280x1024 at 85Hz... when I play games it drops to 70Hz...
and if I put a game like fear at 1024x764 it drops to 60Hz and causes tearing.

I have a 7800GT... is there a fix for this?
