Monitor Refresh Changing When Entering Into Games

I set my monitor refresh rate on my diamondtron 72 to 100hz in 1024x768 out of game.

However when I enter into a game (CS 1.6) it says it is running at 60hz, in 640x480. Does anyone know how to fix this? I want it to run 100hz in game as well.
 
I think the original CS uses a Quake 2 based engine, right? There is probably some flag to control this that can be set through the console (it's displayrefresh in Q3 based games).

In general though getting games to run at the right refresh rate can be a bit of a hassle, especially OGL ones.
 
I just got done experimenting with powerstrip for my vid card so I could set a refresh rate different than my drivers would let me- it seems like it will override everything, game settings included. You can download the powerstrip program for free-just google it and the "tips" section will tell you how to set custom resolutions and refresh rates. Also most vid card tweaking utilities will have a refresh rate override feature for games that default to 60Hz.
