Monitor problem

Client has a currepeted image on the screen of the PC. this occurs after the computer has been on for a while and warmed up. On inpection i am not able to see the proper image. what action i should take to determine what is the problem and how to fix?
 
1) Try the monitor on another system.
2) Try another monitor on his system.
3) Test the monitor/vid card at different resolutions/refresh rates.
4) Look for updated drives for both the Vid card and monitor.

To find out whether it's the Monitor or Video card.
