Monitor Problem - Setting Resolution?

Hi, a problem has recently developed in my Samsung SyncMaster 17Gl Monitor. When I turn it on, it makes a series of clicks (like it does when it changes resolution), then turns on the green (monitor on) light on the face panel along with a yellow light below. I presume this is the monitor problem code. When I unplug the VGA cable from the comp, it still does this same procedure when turned on. No display is ever shown, but it can degauss (resets the series of clicks) and makes that subtle static-y sound when turned on (sorry if this is vague, don't know the term for it). Any help is appreciated (is it probably bust, or is there a simple way to check), or if anyone knows a good monitor repair forum, please let me know.
