Monitor power save/screen saver problem . . .

When a program is running and I leave the PC the screen saver will come on in 5min and monitor will shut off in 10min as they are setup to do. If there is NO program running and only the "desktop" is displayed, neither the screen saver or monitor power down happens. Any ideas on what the problem may be? Dell 8200 P4 2.0, 1gig ram and XP Home.
