Monitor power management help requested

With Windows95 there was two settings for monitor power management. One was standby which would reduce power usage by aprox. 70%, but the monitor would come on almost instantly and there ways suspend which would turn it completely off. I know that windows 98 only will turn it off, but does anyone know of there is any software that will allow my monitor to go into standby and/or suspend? And finally, why did microsoft disable the standby feature for monitors?
