Monitor or video card?

so i get back from a 5 week trip to europe to find that when i turn on my computer the screen has these little blue dots in a line in dark images or backgrounds and little yellow ones in the lighter areas.

these are pic of both cases, im gonna test it out myself by simply hooking up a diff monitor or updating my drivers but i thought i would ask anyway.

OK, so i hooked up another monitor, does the same thing. reinstalled drivers, problem solved, but now i have a problem where for example when browsing, i try to scroll the page and it lags hard, like not lag like the response time is slow but lag like the scrolling is not smooth or fluid, its like a slide show.

alright so ive reverted back to the cat 6.4's. and im still having the problem in the post above with the slide show type scrolling when scrolling a webpage.
