Monitor or Vid card Problem?

I have a PIII, Aopen AX6BC with a Elsa Gladic GF2 GTS and I can't get the Screen to fit my monitor size using optomial refresh rate.

I have to run a 70hz refresh rate or I have black spaces about an inch on both sides of my monitor. I have tried adjusting screen width but it just won't stretch far enough. Anybody know what the problem is?

Oh yea the the monitor is a CTX 19 inch ultra screen and supports refresh rates up to atleast 100hz at 1152x864 which I am running but only at 70hz.
