Monitor "not connected"...

I RMA-ed a Shuttle AN35 Nforce2 motherboard and just got one back in return. Trying to use it as a backup system and can't make it work. It sounds like it's POST-ing and doesn't throw off any beep codes, but no matter what I do I either get a monitor "not connected" flashing message or a dark monitor with the amber light like it's been suspended. The monitor is definitely okay, I've tried 2 different power supplies that I know are good, 3 different AGP cards that I know are good and 2 sticks of RAM that are good. Have not tested the CPU, but I assume that's good too as it sounds like it's booting normally.

I know the video cards have been seated properly and I've even removed the motherboard from the case to get extra leverage on them. Still no dice.

Is this a blown AGP slot or could it be something else I have not considered?
 
Check to ensure that the motherboard's Clear-CMOS jumper (JP1) is in the normal-operation position, and of course that the 😱 4-pin ATX12V cable is hooked up.
 
Card is definitely seated as far as possible, the 4-pin 12v connector is hooked up and 2 of the 3 cards are older models without a seperate 4pin molex connector. The one that does have a power lead it was connected.
