Monitor Makes Whizzing/Hissing sound

I just got a monitor in from another forum user through DHL. It seemed fine when I connected it to the computer. But when I turned on the computer, and it got a signal, it started to make the whizzing/hissing sound. Nothing came on. Do u think it is a result of shipping?

depends, could be the result of shipping, packing, or just an immoral person. If the box wasn't phsyically damaged when it arrived, you will have a hard time getting an insurance claim, but worth a shot. Start with the person you bought it from as I believe they must initiate the insurance claim.
