Monitor is fuzzy in the middle, what's wrong?

I just bought a new 19" CTX PL9 monitor. Hooked it up, got everything set up and I noticed that the middle of the screen is fuzzy or blurry, whatever you want to call it. My video card is an ATI Rage Fury (soon to be upgraded, suggestions?). I have found out that lowering the refresh rate seems to lessen the effect. I never noticed this on my 15" monitor, but the refresh rate was only 85hz (100hz on this 19"), the resolution was 800x600 (1152x864 now) and the whole screen was not super sharp in the first place. My question is whether this is a monitor problem or a video card problem?

Thats due to improper configuration at the factory. Cheap CTX monitors are known for this. It is an internal setting with the sharpness. The only suggestion I have is to open up the monitor, find the internal sharpness controls (usually black colored potentiometers), and adjust it so that the sharpness is evenly distributed from the center to the edges.
