This can happen with older CRT monitors (more than 5 years old) when there's a lot of dust on the circuit board or there's a lot of moisture in the air (and it's been pretty humid lately in most places). It's high voltage discharge across a spark gap. You may even hear a pop when it happens. Most modern CRTs don't use spark gaps anymore.
This can also occur, however, when a monitor is dying.
I'd be prepared to replace it.
